Frank Q. is a US Customs Enforcement (ICE) agent who entered the dungeon while conducting surveillance on a suspected human trafficking warehouse in Seattle. He had 3 crawler kills — all members of a trafficking operation — by the time Carl encountered him on Floor 1.

Frank Q. allied with Carl on Floor 1 after Carl helped him in the hallway fight where his partner Maggie was killed. His subsequent fate after the Floor 1 encounter was not confirmed through Book 3.
